A blood test is more accurate than a breath test according to experts.  A breath test has an error rate of approximately .02 percent either way.  In California a person is only entitled to breath or blood tests when the police suspect they were driving under the influence of alcohol.  Urine is no long one of the options as a test, unless the other two are unavailable.

Of course one key issue is what a person's Blood Alcohol Content (BAC) was at the time they were driving.....not when they are at the station or hospital.  A number of factors must be taken into account when an expert attempts to determine whether a person was truly impaired at the time of driving.....when they started and stopped drinking, how much they drank, what type of alcohol they drank, their size and tolerance.....and a host of other factors.
